The competition exists out of a single head-to-head knockout competition, with the team winning two sets to six games advancing to the next round. The first pair to win two sets in the final wins the event.

Thirty-two pairs qualified for the event with the Czech pair of Barbora Krejcikova and Katerina Siniakova as big favorites for the event. The players were ranked second and third in the doubles world rankings, behind Elise Mertens (who competed with Alison van Uytvanck), and had also recently won the French Open. Home team of Shuko Aoyama and Ena Shibahara were the second seed, ahead of Kiki Bertens and Demi Schuurs, and French Open finalist Bethanie Mattek Sands (who competed in Tokyo with Jessica Pegula). Sisters Chan Hao-ching and Chan Latisha were formerly ranked first in the world in doubles, Ashleigh Barty (who competed with Storm Sanders) was the current world number one in singles, and other players such as Nicole Melichar (competing with Alison Riske), Karolina Pliskova (competing with Marketa Vondrousova), and Elina Svitolina (competing with Dayana Yastremska) were also ranked in the top 10 of either world ranking.
