The competition exists out of three rounds, each with races of up to eight boats. In each round, the top few with the fastest time advance to the next round, together with a number of fastest non-qualifiers. The fastest team in the final is the winner of the event.

Thirteen pairs qualified for the event with New Zealand as the reigning world champion, and Romania as the reigning European champion. The Netherlands took bronze at the most recent world championships, ahead of Canada and the United States, which finished within a second from the Dutch boat. Lithuania won silver at the European championships, and would be another pair to keep in mind. Other potential outsiders and medal contenders included Italy, Germany, and France.
