The competition exists out of two rounds, each with races of up to eight boats. In each round, the top few with the fastest time advance to the next round, together with a number of fastest non-qualifiers. The fastest team in the final is the winner of the event.

Ten teams qualified for the event with Poland as the reigning world champion, but the three races in the World Cup only a few months prior had three different winners, with Italy and Great Britain winning one event each, as well as France which failed to qualify. The British team was also the reigning European champions, ahead of Romania, and Australia was the world champion of 2018. The teams of the Netherlands and South Africa were some of the potential outsiders after good results in the World Cup events, with Canada, Switzerland, and the United States completing the field.
