Phoebe Mills is a gymnast who has competed for the United States. She competed at the 1988 Summer Olympic Games.
Mills emerged as the U.S. team's most successful gymnast at the Olympics, anchoring the American women to a fourth-place finish. While she placed a modest fifteenth in the all-around final due to a fall on balance beam, she tied for a bronze with Gabriela Potorac on the balance beam. Claiming the top three spot on the podium, Mills became the only American gymnast to win an Olympic medal at Seoul 1988 and the first to attain such feat in a fully attending Olympiad.
She is the younger sister of three-time Olympic speed skater Nathaniel Mills.
