Keltie Duggan is a swimmer who has competed for Canada. She competed at the 1988 Summer Olympic Games.
Duggan swam through the breaststroke leg in the heats of the 4x100 metres medley relay before Allison Higson replaced her on the Canadian women's team that snared a bronze in the final. On the individual side, she landed on the runner-up spot and tenth overall in the B-finals of the 100 metres breaststroke.
