Jolanda de Rover is a swimmer who has competed for the Netherlands. She competed at the 1980, 1984, and 1988 Summer Olympic Games.

After failing to enter the top eight finals in any of her backstroke races at Moscow 1980, she returned to her second Games four years later in Los Angeles as a medal favorite for the backstroke double (100 and 200). First, de Rover, along with Theresa Andrews and Betsy Mitchell, touched almost together near the wall to snare the top three spots in the 100 metres backstroke, with de Rover taking the bronze behind the American hosts by 0.28 seconds. Four days later, she pulled away from the field at the final lap to touch the wall first for the gold and lower her Dutch record in the 200 metres backstroke. She was also expected to win another medal for the Dutch women in the 4x100 metres medley relay but her team got disqualified in the heats because of an early takeoff by Desi Reijers.

De Rover aimed to defend the 200 metres backstroke title at her third Olympics in 1988, but she finished seventh behind the winner Krisztina Egerszegi of Hungary in the final.

She is the mother of two-time Olympic swimmer Kira Toussaint.
