Frank Baltrusch is a swimmer who has competed for East Germany. He competed at the 1988 Summer Olympic Games.
Baltrusch was widely regarded as the top male backstroker from East Germany in the 1980s. At Seoul 1988, he entered the 200 metres backstroke final with the second fastest time. Trailing at the 150-metre turn, he surged past Serguei Zabolotnov about the midway of the leg but could not catch the ensuing winner Igor Polianski near the wall to finish the race only with a silver under the 2-minute threshold. He also placed sixth in the 100 metres backstroke two days later, missing the podium by almost a full second.
