The competition exists out a single round-robin, with each team playing another once. Standings are primarily based on win/loss-record, with the first team reaching 21 points, or the most points after a certain time limit, winning a match. The top two ranked teams advance to the semifinals, and the bottom two ranked teams are directly eliminated. The remaining four teams compete for a spot in the semifinals. Winners of the semifinals advance to the final and the winner of the final wins the event's debut at the Olympic Games.

Eight teams qualified for the inaugural edition of the event with the team of the United States as the likely favorite for the Olympic title, having won the Olympic Qualifying Tournament without losing a game. Behind the American team, there were plenty of other medal contenders. France had four of the five best players in the world, according to the individual world rankings, but home team Japan had the best-ranked players of the under 23 world rankings, and China was the reigning world champion. The teams from ROC and Romania also had many successes since 2014, with Italy and Mongolia completing the field.
